VAT Revenues Did Not Reach Us, Majority Of Poor Says


As government releases the last P7.33 billion worth of incremental value-added tax (VAT) collection for the ‘Katas ng VAT’ program, majority of Filipinos believe that revenues from the tax measure did not reach them.

According to the latest IBON Survey, 68.1% of the 1,494 respondents say that the revenues of VAT did not reach them, while 16.6% say that they did.

Moreover, from a cross-tabulation of responses who said that they see themselves as poor, 72.4% of those who said that the revenues did not reach them rated themselves as poor.

84.2% of respondents also said that the subsidy package for petroleum products, electricity, fertilizer, transportation, education from incremental VAT funds do not alleviate the poor’s condition.

Asked if they believe VAT revenues go to social services spending and other needs of the people, 71.2% said no, while 11.9% said yes.

Government announced that the bulk of the P7.33-billion VAT funds were sent to the Department of Social Welfare and Development (DSWD) and the Commission on Higher Education, which receive P4 billion and P1 billion respectively.

The IBON Survey was conducted from October 1 to 10 across various regions and sectors nationwide. It has a margin of error of plus or minus three percent.
